This site is a resource to provide information, guidance, and training about the Operational Plan and Performance Reporting cycle.

This site has materials to offer to to all visitors. Our Public Resources section contains freely downloadable materials and documents. Users that obtain a site password can also access guidance on the Operational Plan / Performance Report and foreign assistance reform. It is easy for USAID or State Dept. staff to request a password -- see below.

Does this site look different? We have upgraded our site to a new format. It's easier to use, but structured much the same as before. Have problems? Check our Help document, or email us at opsitehelp@irgltd.com.

About passwords: The following links can help you with passwords. (Note: These links will give an "access denied" error message if in fact you are already logged in.)

Need a password? If you possess a USAID or Department of State email address, you can click here to create your account. When you create the account, a one-time login link will be mailed to you, and you can then log in and specify your password. If you need a password but don't have a State or USAID email address, email us at opsitehelp@irgltd.com.

Will my user account on the previous ForeignAssistance.net site work? The previous generic "country or operating unit" accounts will function on this site, except for those "additional" accounts whose userIDs end with the numbers 2, 3, or 4. However, user accounts on the previous portal that were created for individuals will not exist on this site. Those individuals simply need to create a new account by clicking the link above.
